In this blogpost, we question the transparency and evidence of the European Commission’s goal of tripling data center capacity in Europe by 2030. In an in-depth analysis of the Commision’s ‘guidelines’, AI Continent Action Plan, related Draghi report and the unpublished Technopolis report, we point out several inconsistencies in planning, transparency, justification for the Commission’s aims, and specific estimates on EU-wide data center capacity. We conclude that the EED database of the Commission is neither complete nor representative and highlight already present alternatives outlined by EU that create a level-playing field in Europe by focussing on integration of existing capacity, rather than supporting the build-out of hyperscale AI factories.
